Reach out to wide variety of candidates; show employees opportunities to grow
JUNE 12 -- In today’s environment, it is important for agencies to reach out to a broad candidate pool when filling positions and to do everything in their power to retain top performers once they are hired, according to a panel of experts from the Fish and Wildlife Service.
One way to do this is to manage positions differently and consider whether they need to be filled at the same level or whether they could be suitable for a career ladder.
Advertising for a GS-13 accountant position, for example, might not draw as diverse an applicant pool as a GS-7 or 9 accountant, said Paul Rauch, deputy assistant director for business management and operations at FWS.
“Of course, not all positions may be suitable for career ladder and it may be initially harder for the hiring manager than hiring someone who has the prerequisite skills right away,” he said. “But even though there is a learning curve, the career ladder candidates often make up for it with energy and a willingness to learn.”
Agencies can also get some initial salary savings since the candidates are brought in at a lower level, he said, so “the important thing is to weigh all your options.”
And don’t forget about employees once they are hired. Make sure to provide them with a variety of experiences and not “pigeonhole” them in a particular job, Rauch said.
“This allows them to see opportunities to grow within the organization and expand their knowledge base,” he said during the FPMI’s Human Capital Management Conference and Expo.
Labor-management: Get employee feedback with electronic message boards
JUNE 8 -- To get employees to engage in labor-management forums as required by Executive Order 13522, agencies “can’t be static, must embrace change, and must be open” to how technology changes the way individuals work and interact, said Carol Waller Pope, chairman of the Federal Labor Relations Authority, at the FPMI 2012 Human Capital Management Conference.
The key to success is communication, where the employee has the opportunity to be heard, she explained. For example, “a newsletter can't be the only form of communication” because although it provides information, it does not give employees an avenue to provide feedback, Pope explained.
But a town hall meeting would do both—provide information and hopefully generate feedback, she added. However, a town hall meeting that does not generate questions or other feedback from employees would not be sufficient, Pope said.
In one such case, the solution was an electronic message board where employees could anonymously post questions about the information received at the town hall meeting, Pope said. Only then did management finally get feedback from employees.
“The first year with the message board improved the effectiveness of the town hall, and the electronic board now also serves as a suggestion board.”

Employee Resource & Information Center’s Project Excellence Award Featured in Magazine

Earlier this year, FPMI’s Employee Resource & Information Center (ERIC) was awarded the 2011 Project Management Institute-NAC Project Excellence Award. The award ceremony was featured in a recent article in Who's Who in Huntsville Technology Magazine.

On February 4, 2012, the North Alabama Chapter of the Project Management Institute held the annual Project Management Excellence Awards to honor outstanding Project Managers and recognize the 2011 Project of the Year.

The award for 2011 Project of the Year was presented to FPMI Solutions, Inc. for its Government Accountability Office (GAO) Employee Resource and Information Center (ERIC), Tom Swerdzewski, Project Manager. In March of 2010, the U.S. Government Accountability Office (GAO) awarded FPMI with a contract to provide human resources support services. GAO had an overwhelming need for a human resource support center capable of supporting its more than 3,600 employees located throughout the United States. In response to this need, FPMI implemented its multi-faceted human resources customer support center known as the Employee Resource and Information Center (ERIC) located in Madison, AL.

ERIC served as a single point of contact for all GAO headquarters and field office managers, supervisors, employees, and potential new hires to obtain human resource products and services. GAO employees contacted ERIC via e-mail, fax, or telephone and received immediate response to inquiries and requests regarding staffing, benefits (FEHB-Health Benefits, FEGLI-Life insurance, TSP- Thrift Savings Plan), employment verifications, SF-75 requests for preliminary data, debt management, time and attendance, leave and earnings statements, payroll inquiries, etc.
